Rental Fees 

Field usage fees will be deposited into a single town revolving / enterprise account that can only be used by the AFMG for field maintenance and improvements and cannot, in any way, be used for non-field maintenance or field improvement expenses. This revolving / enterprise account will be established and reauthorized annually by vote of the annual town meeting in accordance with Massachusetts General Law Chapter 44 Section 53E1/2. Within this revolving / enterprise account, the AFMG will segregate into the following groups (General Maintenance, Improvements, Turf Replacement, Lights and Water). When the synthetic turf field is used, a portion of that fee is set aside which will be used specifically for synthetic turf field maintenance and renewal. Contracted services for any maintenance or improvement work will be procured in accordance with Massachusetts General Law Chapter 30B which defines the procurement of supplies, services or real property and for disposing of supplies or real property by a governmental body. The AFMG will decide which contractor to appoint in accordance with all applicable federal/state/municipal regulations. Invoices should be sent to Town Hall for payment after approval by the AFMG. Quarterly reports will be given to the AFMG. The AFMG will provide quarterly reports to the Town and School financial staff for review.

Fees for Grass will be the stated rate below multiplied by the Field Usage Rating Multiple value appropriate for that sport. Turf Field will use the stated rate only. Track usage will follow Grass pricing.

 Town and School usage fees will be offset by Town and School services provided to maintain fields. Town and School in-kind services, at the following 2011 levels, are needed to insure costs will be offset.  If at some point during the budget process Town and/or School in-kind services are being assessed for reduction, the AFMG, Board of Selectmen and Ashland School Committee will meet to discuss the implications of the in-kind services reduction.

-         StonePark(Clean Up, Grass Cutting)

-         Community Center – Upper Field (Clean Up, Grass Cutting)

** Fees may be restructured to insure costs are fully covered to properly maintain fields. Maintenance Plan must accompany permit request.

Field Usage Rating Multiple

Different field activities represent various wear on our fields. The Field Usage Rating Multiple was developed to address different field usage types. These “Multiples” will be multiplied into the cost formula to arrive at appropriate fees per group. Any group missing from the chart below will be designated at 1.00. Simply multiply the multiple to the rental fee rate for grass fields only.
